How do I update HAL after adding a second processor?

I am using Windows 10 pro on an older Dell T5500. Recently populated the second processor (riser) slot and ram so I now have dual Xeon X5647 (plan to upgrade later to dual x5690) and 60GB ram..  Bios is the latest available and I keep Windows 10 updated (now 10.0.16299).  Windows 10 only recognizes the first processor and all of the ram.  HAL is ACPI x64 based pc in device manager (10.0.16299.98).  I can not find any other version of HAL.dll hard drives.

How do I change the HAL to multiprocessor?  There are currently no errors in device manager.
