We are using Windows 10 IOT Enterprise 1809 OS and on top of that we have installed our applications.

Am seeing there is a system time change by Windows OS Process msoobe.exe. Below is the event log observed:
The system time has changed to 2021-02-09T00:28: 18.737883900Z from 2021-02-09T00:28:18.737883900Z
Change Reason: System time adjusted to the new time zone.
Process: '\Device\HarddiskVolume4\Windows\System32\oobe\msoobe.exe' (PID 1480)

Since we have medical product we are worried about this process trying to change the system time. Is anyone has an idea why this windows process is changing the time? Will this process cause any issue?

In msoobe.exe process, oobe stands for Out-of-box-experence. It has to do with registration and activation of your Windows software, don’t need to worry.

The process belongs to Microsoft Activation and it is safe.
Are you activating your device using KMS?
In case you are connecting to activation server or Azure AD or Active Directory, it might attempt to sync date and time with the server.
