Shut down won't work

Hello. My daughter's desktop computer won't shut down, instead it would restart. She have a Dell Optiplex 390 Windows 10 Pro. I have tried so many things that was suggested over the internet, but still no luck. Maybe anyone here has a different solution that I have not tried yet. The driver is up to date on her desktop.

    Hi Lisette. I'm Greg, an installation specialist and 8 year Windows MVP, here to help you.

    Turn off Fast Startup at Settings > System > Power & Sleep > Additional Power Settings > Choose what Power buttons do > Change Settings Currently Unavailable > uncheck the box for Fast Startup, Save Settings.

    Update your drivers using the Dell Service tag stickered on your PC:http://www.dell.com/support/home/us/en/04/Produ...

    Compare the latest drivers with the ones presently installed in Device Manager reached by right clicking the Start Menu. Make sure you have the latest BIOS, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files. Then continue with the other steps to go over your install most thoroughly.

    If nothing else helps then run a Repair Install by installing the Media Creation Tool and choosing from it to Upgrade Now. This solves many problems and will also bring it up to the latest version which you need anyway and by the most stable method. http://windows.microsoft.com/en-us/windows-10/m...

    Press Windows key + X

    Click Power Options

    Under related settings, click Additional power settings

    Click Choose what the power button does

    Click Change settings that are currently unavailable

    Uncheck 'Turn on fast startup (recommended)

    Click Save changes.

    Try these first to see if they work:

    Open Start, type: CMD

    Right click CMD

    Click Run as administrator

    Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

    Dism /Online /Cleanup-Image /CheckHealth

    Dism /Online /Cleanup-Image /ScanHealth

    Dism /Online /Cleanup-Image /RestoreHealth

    Also run the System File Checker utility:

    Open Start, type: CMD

    Right click CMD

    Click Run as administrator

    At the Command Prompt, type: sfc/scannow

    This will check for any integrity violations

    Restart your system

    Press Windows key + R

    Type: shutdown -s -t 0

    Hit Enter

    Does it shutdown?
