Hi,
I am deploy Azure web app bot.
If I test bot in Azure web-chat, I can see button, how i add in program:
But when I connect bot to channel in Teams - he doesn't show button.
I use cookiecutter.
May be you can help and tell me what is a problem?
Are you adding the bot to teams using the GUID? I think if integrated this way the functionality of the bot will be limited on teams. The suggested way is to add them as part of Teams app. Here is the note from Bot service documentation. Read Create a bot and Test and debug your Microsoft Teams bot in the Microsoft Teams documents for more information.

I don't have permission to create app in ms teams.
But i start to use cards.
With cards i see button in ms teams. It's work!
Each channel type (Webchat vs Teams vs Messenger vs ...) has different capabilities / restrictions.
If you look at the Actions support by channel in the documentation here you will see that in Teams:
