Regarding ASE licenses for Azure Media Services, with AES Keys, can a license be split between 2 protected assets (Media content)?

Referencing the AES Keys section of the Pricing Page:

AES KEYS $0.10/100 keys


If 150 users needed to view protected assets (2 media files)
Would a total of 4 licenses be needed?
Or would 3 licenses suffice where the 3rd license would be split 50 users / 50 users and both be applied to a different protected asset?

    Pricing is based on the number of licenses or keys issued by the service. That is for delivery of keys or licenses to each client for each video. For two protected videos and 150 clients watching each video that would be 300 keys delivered.
