Upon clicking 'submit' button on the Treasury Inspector General for Tax Investigative website to submit IRS scam phone call complaint,

I was greeted with "You don't have permission to access /tigta/cgi-bin/tigcomplaint_scam.pl on this server" 

hp envy 360 Win 10 OS,  Office 365, McAfee,   Dish is ISP

How to avoid refusal of complaint submission by this '403'?
