DirectX errorcode 0xc000012f with \xactengine2_3.dll while trying to install DirectX

I recently bought a new PC, and I started installing some games from my Steam library. As soon as the download ended, I tried booting a game, Counter Strike Global Offensive, to be specific, and it prompted me to install DirectX first, as a first-time setup. After I accept, it loads for a couple of seconds, then gives me the aforementioned error code, and stops the installation, whereafter I am not able to launch the game.

I tried installing and launching other games, yet the issue persisted throughout any installation of DirectX. I tried locating the dxsetup.exe file in the game files, and launching the setup from there, but this still resulted in the same issue.

    This issue might be caused by corrupted system files. For us to know more, please answer the following:

    • Have you made any recent changes prior to this issue?
