Strange formatting problem.

Recently I obtained a new laptop, So I got the media creation tool from this website installed the necessary files on my flash drive and plugged it into my laptop. I had to create a new partition for system files which takes about 4-5 hours for this laptop, When it finally completed I attempted to install windows, It was at 0% for about 3 minutes then crashed resetting the partition I had created for system files, I tried this several different ways only to obtain the same results. Then I moved on and tried using diskpart VIA command prompt and making the partitions there, The minute I try to formated it using *"format fs=ntfs quick"*it says at 0 percent complete, No crashes no movement no anything, eventually it takes like 12 hours of no movement and I restart it. I have tried both ways multiple times, is there any other way or obtainable way to get windows on this computer?

    If you can not partition a disk in less than 10 minutes there is something wrong with the program you are using or the disc is bad or you are not clicking on the proper items.

    What is you system?

    1.  Device type. ie Desktop, Laptop, Tablet, Surface, Phone

    2.  Who made it and model, HDD size. If home built what type motherboard, Intel, AMD, Drive size

    3.  OS type, Home, Pro, Enterprise, etc

    Apparently on my third attempt on formatting the drive it gave me the error "Diskpart has encountered an error: the parameter is incorrect. See the system event log for more information" I cannot see the system event log as there is no operating system which just bring it the full circle.

    Just for clarification on what I did format this just encase I'm doing it wrong.

    I select the disk, clean the disk, create the partition, select the partition, then format it using "format fs=ntfs quick"
