Bump it up.
Cannot Delete Files...Unavailable
I have some files that have persistently refused to be deleted no matter what I do. I have tried - command prompt, external programs, taking ownership, resetting the pc, etc. If I go to the root of the problem the file is unavailable. If I try deleting the containing folder it says the file is not located there. Looking for a solution not found by google searching, I've already tried all of them.

Could you provide some examples of what file type or associated applications they belong to?
Have you tried safe mode?
Currently the are in a Windows.old folder which I have tried deleting with CCleaner, Disk Cleanup, and CMD.
Moving it elsewhere and trying to delete, same result.
They contain a couple old premiere pro files and some Cortana files. Safe mode, no change.
