How an app recovers from a mysql server failure and a fail-over needs to be checked, you can't just assume it will be fine.

So there needs to be a way to force it. How?

There's a note in the docs

In case of the compute scaling operation, we scale the secondary replica server followed by the primary server. There is no failover involved.

So compute scaling is not adequate for this.

    @alex

    We checked with our product team and they have conveyed that this functionality is not available right now.

    But they are working on it and tentatively it should be released next month depending on testing and other needed evaluations. You can reach out to get more info here.
