Open a PDF file in Edge
Click on the PDF anywhere the PDF to bring up the the overlay
At the top right, look for the 'Layout Tab'
Enable continuous scrolling from there
Check the direction of scrolling in Edge . . .
mouse wheel scrolls sideways

in microsoft edge, my mouse wheel scrolls from side to side instead of up and down. fix?

I would recommend you to reset or reinstall Microsoft Edge
