Error 740 means that it requires elevation to run. Meaning you must run it as administrator.
Try right clicking the command prompt and running it as administrator.

From what I understand, Error 740 is an elevation issue. Try running Command Prompt as an administrator and try whatever it is you were doing again (right-click Command Prompt then click "Run as administrator" in the context menu).
