There are 3 people in an office. If they all use the same email address to send and receive emails and all files folders are shared, do i need each user to have a license. i.e, all 3 computers can be signed in as one user, the business is the user. Obviously if the business grows and they need to expand then that is a different matter. but as a new business, do they have to commit to 3 licenses at the beginning. Please advise.

Yes each user using the Microsoft 365 services would require a license, licenses could differ for each user depending on their needs.

According to the Microsoft License guides found at https://www.microsoft.com/licensing/docs/view/Licensing-Guides

"Microsoft 365 is licensed on a per User Subscription License (USL) basis. Each user accessing the Microsoft 365

services and/or software is required to be assigned a USL. Your organization can use any combination of Microsoft Enterprise plans if you meet the prerequisites (prerequisites vary by plan)."
