1 user account multiple users

There are 3 people in an office. If they all use the same email address to send and receive emails and all files folders are shared, do i need each user to have a license. i.e, all 3 computers can be signed in as one user, the business is the user. Obviously if the business grows and they need to expand then that is a different matter. but as a new business, do they have to commit to 3 licenses at the beginning. Please advise.
