windows explorer always crashing

Question

as the title says, my windows explorer or file explorer always crashes when i open it. i tried clean boot but even though everything is disabled and every startup program are all disabled, file explorer still crashes. tried sfc scannow but no error. tried creating a new user profile, problem still there. tried safe mode, explorer still crashes. when i open a "mini file explorer" through other programs such as microsoft word, it does not crashes, but when i open a "mini file explorer" through google or paint, it crashes then the google or paint will crash.

I noticed that the windows shell experience host in task manager is always suspended. it uses about 20mb memory, which i believe is normal. I think this is what causing the file explorer to crash, but i dont know how to fix it so it wont suspended.

i believe that everything is updated, including drivers.

i have windows 10 home x64 with build 17134

its asus k53e with intel hd graphics 3000

any help to solve this problem is greatly appreciated. thanks in advance
