The Photos app can natively open and view animated gifs in Windows 10.
Right click the GIF file then click open with > Photos.

Recently my friend has been working on his game, and over time has sent me development gifs for it, which i find awesome. however, a lot of them are becoming 1 static frame, and i don't know why. THIS IMAGE was a GIF but is now a PNG.

Support for gif files has basically been deprecated in Windows and most browsers
What do you want to use these gif files for?
When your friend sends you these gif files, can you not download them in that format?
