Windows Taskbar & constant command prompt appearing and disappearing

So I just updated my windows 10 not long ago, a friend of mine use this computer to check his outlook account and now my taskbar will not lock even when I tick the "lock the taskbar" option.

On top of that I keep having a windows command prompt in the taskbar that is constantly appearing and disappearing and it won't let me stop the process in the task manager.

Don't know whats going on but the automated help wasn't very helpful at all and so I'm forced to ask for human help.

Please help, this is pissing me off and I'm at my wits end as I am not a very tech savvy person.

Please try these options one by one and check after each option.

  1. Run Built-in & Guided Walk through Windows Update troubleshooter

Built-in : Windows Key+X > Click Settings > Click Update & security > Click Troubleshoot > Click Windows Update > Click Run the Troubleshooter

    That worked like a charm, it wasn't letting me access the cmd as an admin but the troubleshooting appears to have fixed it. 

    Just like to say your reply time was excellent and the advice given was easy to understand for a non computer wizard.

    Sounds like you are hiding the taskbar with a setting maybe.

    Right click the taskbar and select the gear labeled 'taskbar settings'
