Activate Window RT after reset.

Surface RT failed.  Constantly tried to diagnose and fix problems at startup, but could not.  Attempted reset several times, but would not complete.

Downloaded Surface2_BMR_10.2.19.0 per Microsoft site which required the tablet's serial number.  In the process of downloading and installing all updates via Windows Update, but tablet keeps saying to activate.

    Okay, so now have reset this Surface 2 with the recovery image downloaded from Microsoft, which required the tablet's serial number.  I would expect that to mean that the recovery image is somehow linked directly to this particular device.

    Have reset 4 times now, and still cannot activate Windows RT 8.1.  Ironically, Office RT 2013 is activated.

    The activation screen shows:

    Error code: 0xC004C003  The activation server determined the specified product key has been blocked.

    When the RT connects to the internet after a restore it normally activates all by itself. The key is built into the system so there is nothing to enter, it just happens. 

    In settings, activate, is there something to click on to give it a kick start?

    Region and time are correct.

    Also tried activation by phone (slui.exe 4), but Microsoft's system didn't recognize the installation ID.

    Clicked on Error Details and got Error code: 0xC004C003
