Activate/Register A Program On Windows 10

I recently did a Reset PC for factory settings on my Microsoft Surface Pro 4. I'm reinstalling programs that were removed. However, I get an error message, example for one program, "This registration module needs to be able to access the internet. If your granted firewall access, please try again...…" I granted firewall access, both Private and Public, with no success. I don't have any other virus protection program other than Windows Defender. With no success, I turned off Windows Defender without any success. This is not the only program, as I tried installing a screen saver. The file needed to download from the internet. After starting it, it told me I needed to be connected to a network, which I was connected to my home WiFi. How do I get the programs access to the internet to register, or what settings must I change to allow the programs, and all future programs, access to the internet so registering a program won't be an issue?

    Thank you for any help and time used on this issue. I messaged the program's company as well and they replied (15 August 2018, 04:36 pm) after the above reply. I'm sorry to have wasted any time. Turns out the issue is the program and not Windows. Again, I apologize for any time wasted.

    Windows 10 Pro, Version: 1803

    OS Build: 17134.228 64-bit operating system, x64-based processor

    1. Yes. Connected to internet and browse websites without issue.
    2. No issues found with network trouble shooter.

    The attached "tool" didn't have the specific issue. However, trying almost every option, no issues found.

    Hi AJLink,

    It seems like a network issue to me, however, I'd like to get more information regarding this so we could further check the root cause and provide a more established workaround. Kindly answer the following:

    1. What is the current build and version of your Windows 10?
    2. Were you able to connect to internet or browse websites without an issue?
    3. Have you tried using the Network troubleshooter to check any connection issues?

    In the meantime, try running this tool. This will find and fix problems with incoming computer connections and Windows Firewall.
