FPS issues in Windowed Mode

Hello,

After installing the latest Windows Feature Update version 1803 (Build: 17134.1), I started to have FPS issues in Windowed or Windowed (Fullscreen) games. Interesting part in this problem, this is only happening with AMD card. I disabled the Fullscreen optimization on the game exe and checked the game DVR if its enabled but result is the same. In this process I re-installed AMD Card's drivers as well to fix possible corrupted driver files during the upgrade (and yes I set game's exe to High-Performance after re-installing the drivers).

Specs;

CPU: Intel i5-3210M 2.50 Ghz

RAM: 8.00GB (7.89GB usable)

GPU: AMD 7670M / Intel HD4000 (as iGPU)
