User created in Azure AD can't log into Microsoft Account, "That Microsoft account doesn't exist. Enter a different account or get a new one."

I have created a new user from Azure AD, linked to a new email address on my company domain. That all went successfully in Azure AD.
This new user is unable to access his Microsoft Account through account.microsot.com with these credentials, because of this error:
"That Microsoft account doesn't exist. Enter a different account or get a new one."

I can't create a new Microsoft Account through account.microsot.com (and I don't want to anyway) because of this error:
"You can't sign up here with a work or school email address. Use a personal email, such as Gmail or Yahoo!, or get a new Outlook email."

I already have existing users on this AD, all with company domain email addresses, all of which are able to access their own Microsoft Account linked to that email address.
