I have this issue too. The cursor is going wild as well as opening pictures browsers and have done updates, reinstalls, virus and malware scans but nothing is ever detected.
Cursor is going crazy
My cursor is flying all over the screen and there is a ghost cicle on the edge that is pulsing.
When i have shut fown its okay gor a little bit the starts up again

Try this this methods and see if one of them works for you.
Method 1: I would suggest you to run the Hardware and Devices troubleshooter and check if it helps.
- Press Windows Key, then click on Search bar.
- Type “Troubleshooting” without the quotes and click on Troubleshooting.
- Then click on View All on the left panel of the screen.
- Click on Hardware and Devices.
- Click on Next and follow the instructions.
If the issues still persist, refer to the below method.
Method 2: I would suggest you to try to update the driver for your mouse.
- Press Windows Key + R Key.
- Then type “devmgmt.msc” without the quotes and hit on Enter Key.
- Expand Mice and other pointing devices.
- Right click on the driver and click on Update driver software.
- Follow the instructions.
