    Where is this background picture,is it on your Desktop, on the Lockscreen?

    Open the Settings App (gear icon on your Start Menu)

    Go to personalization

    If it is a Desktop background picture, click Background, if it is on the Lockcsreen, click Lockscreen

    In either case click Browse to choose a new picture

    If I have not understood your question, please explain in more detail and I will resolve this for you . ..
