Does the Microsoft Store use megabits per a second or megabytes per a second?

I can't find any info online about this and it says # Mb/s but my friend is saying it's megabytes.

    The Windows Store and XBox, is Megabits per Second, not Megabytes per second, that is why everyone is wondering why the download goes way past the stated size of the download . . .

    Megabytes per second.

    To review your data usage, click Start > Settings > Network & Internet > Data usage.
