I'm running Windows 10 64 bit Version 10.0.17134.165
Starting with no Restore Points and 0 bytes used in System Protection I manually created one Restore Point (RP).
The one RP used 60.5MB. In three days no other RPs were created but the space used grew to 1.8GB.
I was under the impression (perhaps incorrectly) that the System Protection space was only used when new RPs were created.
I don't know if this is normal and have been unable to find any information on it.

Sounds like a bug then.
I would recommend putting it into Microsoft's feedback.
See below on how to do this. Because this should not be happening.
And i don't see this happening on my machine but i am running an older version of Windows 10.
Thanks for the reply however it's not exactly what I'm asking. I understand what creates the restore points. What I'm saying is that no new ones have been created but the space used (showing in System Protection; Configure) keeps increasing. I do not see any new restore points in System Protection; System Restore. I have observed many times before that when new "system" restore points are created they show in the System Protection; System Restore list.
That leaves only two possibilities:
I would just like to know if this is a problem or what is taking the space.

Restore points will get created automatically when the system changes.
What qualifies as a system change is install of software including drivers, quality and feature updates and defender updates.
Because updates come out daily I am willing to bet that is what it is.
if you install or uninstall softwares , then system restore points automatically created only if you enable system protection on C drive
