The Film and TV app in Windows 10 has support for closed captions . . .
Have a look at the bottom left of that app for the closed captions button

Why can't I get subtitles/closed captions on my Windows 10, using any player, VLC, Groove Music etc.???
For those with hearing difficulties it seems Microsoft have actually removed this facility. Please advise as I am not going to let this rest. If it has been removed in the latest Windows 10 then I will take it to the government.

Closed caption support is supposed to be there:

If you are using a 3rd party tool, like VLC, caption support depends on that application.
Of course, if the original video provider did not include captions, there is not much we can do.
