PDF wont open from Network Folder

We have an issue where PDF files refuse to open from Network Share folders, whether they are "live" or synced offline. Edge attempts to open then immediately closes.

Other PDF software behaves similarly. 

If we copy the files to the desktop, they open without issue.

I have already tried adding the network locations to IE as a trusted site, ensured that users have R/W permissions in the folders but am struggling with this one. It's only occurred since the Windows 10 build 17134 update.
