windows server 2016 blank disk formatting

hi 

i have a windows server 2016 and when you put a blank disk in it says "Windows cannot read the disk in drive F:- Make sure that the disk uses a format Windows recognizes. If  the disk is unformatted, you need to format it before using it. if i put a disk with info on it that can be veiwed and if i format a disk on another machine i can burn to that disk.

any ideas
