I accidentally deleted system tools as i was trying to delete the owner’s file. Can i recover them or are they permanentaly gone?

Nvm. I just made a new account. I was trying to delete his account since i tried reseting, but it showed “no changes were made.” Thank you though.
What exactly is the owners file that you deleted?
Did you delete a personal folder such as Documents, Pictures or video?
Describe the file that you deleted in details.
Press Control + Alt + Delete
Click Sign out
Hold down the shift key on your keyboard while clicking the Power button on the screen.
Continue to hold down the shift key while clicking Restart.
Continue to hold down the shift key until the Advanced Recovery Options menu appears.
Click Troubleshoot
Click Advanced Options
Click System Restore, see if you can go back to an earlier time.
If not, boot into the recovery environment again, then try performing a startup repair.
I went onto file explorer>users and then to the owner’s file. I deleted it, and after it was done. The pictures on system tools didn’t appear anymore. I clicked on them and just gave me a “this file location is no longer available”
