Task Scheduler won't start, can't update programs.

As the title reads, Task Scheduler won't start and stay open rendering part of the operating system unusable. When attempting to start Task Scheduler via services.msc (administrator) I get the following error message: "The Task Scheduler service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs." I have tried for hours to fix this, exhausting all of the threads with people with the exact same problem being left with no answers. I've made sure all of the relevant services required for Task Scheduler's use are set to automatic, made many value changes to registry keys, made another user and tried to start it there and tried using Windows Updater to update windows. I did have a pending update but the update crashed mid way forcing me to reset the computer leaving me with hours of my life wasted watching this sad operating system revert to it's constant broken state... The update then failed to install after retrying.

You have failed to give actual support to people with this issue. All you people seem to do is copy and paste your out of date, non-working step by step instructions that help no one. We pay you for this damn software, we deserve it to function as advertised. This needs a fix, now.

    Hi Ryo. I'm Greg, an installation specialist and 8 year Windows MVP, here to help you.

    What I'd do at this point is install Media Creation Tool from this link, choosing the button to Install Tool Now and then open the installed app and choose Upgrade This PC Now: http://windows.microsoft.com/en-us/windows-10/m...

    This is the most stable way to change to the latest version (which you need anyway) and because it reinstalls WIndows while keeping your files and programs in place, fixes most problems. It also brings all Windows Updates to date.

    If these do not help then report back any verbatim error message or behavior.

    If you want to temporarily block the update then try running the Hide Updates tool downloaded and installed from here: http://download.microsoft.com/download/f/2/2/f2...

    If it wont' find and hide the Update then you can set a Metered Connection to turn off Windows Updates for awhile until the version matures and you can try again using the method I suggest which always works best: https://www.howtogeek.com/224471/how-to-prevent...

    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files. Then continue with the other steps to go over your install most thoroughly.
