tried two keyboards
deleted software > reinstalled
No sticky keys on
Booted in safe mode > restarted > worked for one minute with no shift keys
I know this is a windows error as unplugging keyboard both virtual keys are held down still

2018-04-05T17:44:32+00:00 That's strange. Try this: hit both SHIFT keys at the same time twice, close the On-Screen Keyboard, then try opening it again. Let me know if this yields any results.

From screen shot both shift keys are held down on the virtual keyboard and just to add I have tried two keyboards and same

This may be indicative of keyboard failure. What you can do is switch to a known good keyboard and see if this would work. Alternatively, try to unplug the keyboard and plug it back into a different port. This seems to me a hardware issue, so attempt this before you continue.
