Hotmail emails rejected by Comcast email server

Emails I am sending from my hotmail email account are not being delivered. The undeliverable email I receive in response indicates it has been blocked by Comcast for spam. I have spoken to a number of staff from the Comcast security team and they have advised that the server being used by Hotmail is being blocked by Comcast. Comcast indicated this is an issue a Hotmail administrator would need to correct. Who do I contact to resolve this?
