- DX9.0c is outdated. Use the DirectX Redist (June 2010) installer. This has all the files that are in 9.0c plus
some newer DX9,10 & 11 files that are not in 9.0c.

[EDIT: Also delete the folder you unpacked the DX files from your current DX9.0c installer into.
You can delete the new installer folder after you run the DXSETUP.exe from that folder to finish the reinstallation of DirectX as well. ]
Using the DX Redist (June 2010) installer package is not generally necessary unless there are corrupt files though.
You can use the DX Web Installer to verify if your Win10 has all of the DX files, and it should install any that may be missing.

- However, your games problem may be that you don't have Direct Play enabled.
Go to Programs and Features > Turn Windows Features On or Off.
Scroll down the list and tick the box next to Legacy Components & Direct Play.
You may get a message to Sign Out, but I believe if your Win10 has the most recent updates you will not need to sign out.
I'm not sure if not needing to sign out to disable or enable Direct Play started on my machine with the 1803 version update,
or if it was one of the cumulative updates that followed.
