Program can't start because DLL is missing from your computer

Hi all

I keep getting system error messages like this:

C:\WINDOWS\WinSxS\amd64_microsoft.windows.gdiplus_6595b64144ccf1df_1.1.9600.18790_none_9333b10747484d36\gdiplus.dll is missing from your computer. Try reinstalling the program to fix this problem

That one was for Sticky Notes, which usually starts up when I log in on my laptop. So that comes up straight away, but I found that a similar message pops up when I've tried to open a photo on windows photo viewer, and also I cannot open any microsoft office applications. 

After searching up on other forums, I have tried what others have suggested to do:

-scanned Avast, and that didn't seem to solve it.

-searched through the Registry Editor for a KBFPopc.dll - as someone suggested on another page, to delete this file when it came up, but nothing did)

-tried to open the task scheduler library folder but it doesnt seem to open when i type it in to run it

I am running a few more things such as microsoft safety scanner etc to see if anything can be picked up but I'm finding this really tricky. Some pages have got coding all over it and it just confuses me!

Please can anyone help?

    Gdiplus.dll error is a Windows system error issue that often occurs when the computer system is not able to detect and read this file. In this case, I suggest that you install any pending updates on your PC to check if that helps.  Updates are additions to software that can help prevent or fix problems, improve how your computer works, or enhance your computing experience.

    In addition to that, you may perform a clean boot. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows. To perform the said step, please refer to this article: How to perform a clean boot in Windows.
