We have a Azure Devops and a Azure Subscription for organization
is there any way we can merge them both?
or any way we can integrate Azure Devops with Azure Subscription?
Have a subscription owner / admin with sufficient access, configure billing for Azure Devops, you can link it to an Azure Subscription.

Azure subscription holds the details of all your resources and its billing. And, by default Azure DevOps must be purchased through an Azure subscription.
