Slow Browsers Resizing

On Windows 10 Dell PC, all Browsers (Edge, IE11, Firefox, Chrome, Opera) appear to lag in rendering when resize window.

Browsers's right side, with or without scrollbar, jerk to left and back when expanding window by dragging left side with mouse.

All drivers updated by windows update and Dell supportAssist. Tried disabling windows defender, but did not correct problem.

The computers local disk is almost out of space, seems like unlikely culprit. System is current with OS updates.

PC hardware passed all Dell diagnostic tests. Could it be dsl modem?

Curious if this is just on my system, or has occured on other PCs.

    When the Intel HD Graphics 4600 device is disabled, problem corrects itself (first time browser opened only).

    Downloaded new driver from Intel, but my system won’t install it because it’s not from manufactorer (Dell). Dell does not have a new driver for device.

    I’m out of Dell warranty and want to avoid paid support if possible.

    There’s a generic driver from Intel with warnings of possible problems. Avoiding 

    trying it for time being.

    If the driver isn’t the problem then it’s the device itself. There are old posts on the web of incompatibilty of device and windows 10.

    When I looked, intel has an update that came out the start of the month. Did you find that:

    I expect that a driver problem is more likely than a physical GPU problem.

    Since you can disable the video card, it sounds like you have multiple video cards. Good.

    If you have been able to "update" to Win Version 1803, it has a feature that allows you to specify which GPU an application uses. You can tell your browsers to use the "other" GPU

    I added space to the full drive using EaseUs Partician (free),  but the problem persists.

    How much free space do you have left on your HD?

    It shouldn't be a consideration, but once free space gets under 10% Windows can get "cranky".

    I doubt it is a modem problem. In theory, since DSL is faster than Cable, the browser should be able to load pages faster. But this is not an issue of how long it takes to download web page content from the internet.

    The problem sounds like a local one. A problem of redrawing browser applications on the screen. Unfortunately this is not a problem I've heard of before so I've seen no specific fixes for it.
