This is usually caused by a .NET framework problem.
First make sure you have sp1 installed see here
reboot
Next, download and run the .NET framework repair tool see here
reboot
try to install the update again

I have Windows 10 (64-bits) and SQL Server 2014 Installed, but when it had try to install the Service Pack 1 GDR (KB4019091) security update then throw this error: 0x80070643.
Anybody could help me?

Reboot.
Then disable Windows Defender completely (select either option 1 or option 2, depending on your Windows edition), see: Windows Defender - Turn On or Off in Windows 10

And then reinstall your Anti-Virus program.
