This is usually caused by a .NET framework problem.

First make sure you have sp1 installed see here

    reboot

Next, download and run the .NET framework repair tool see here

    reboot

try to install the update again

    hello

Do you have any other Anti-Virus program installed?

    If so:

This helped other users with the same issue:

Uninstall your AV with the help of their Removal tool, see:

List of anti-malware product removal tools

    https://answers.microsoft.com/en-us/protect/for...

Uninstallers (removal tools) for common Windows antivirus software

    https://support.eset.com/kb146/?locale=en_US&am...

    Reboot.

Then disable Windows Defender completely (select either option 1 or option 2, depending on your Windows edition), see: Windows Defender - Turn On or Off in Windows 10

    https://www.tenforums.com/tutorials/5918-turn-o...

And then reinstall your Anti-Virus program.

If no one can help you in this forum then I would highly recommend posting this question in the SQL forums.

See link provided to do that.
