Atlassian Access Cloud Enterprise Application fails to Provision Users

Hi

We are having trouble automatically provisioning Users to Atlassian Access via the Enterprise Application. We have successfully synced across groups, however users will not sync across.

There is an error message logged in the Atlassian Cloud | Provisioning > Provisioning Logs:
"No action was taken on the User as it is out of scope for provisioning. Review the scoping step in the steps tab to determine why the User was out of scope. "

However, in "Steps" tab it shows that this user successfully passed all scoping filters
"Scoping Result Success Description urn:ietf:params:scim:schemas:extension:enterprise:2.0:User passed all scoping filters"

To troubleshoot we have tried:

• Removing all scoping filters
• Creating a second cloud application just for user provisioning, with the first only handling SSO
• Ensuring all fields in the Mappings are filled in for our users, and exist on the AD and Application side
• Ensuring the users are added to the application

The following resources deal with this behaviour, though none of the fixes work.

Also, there is a bad feature in the online forum editor that will delete all content if a tag is not selected before you press enter, which meant I had to type this out twice.
