Try installing in clean boot mode -

Boot your computer in Clean boot mode.

Refer to the section - Install, uninstall, or run an application

Don't forget to do - Reset the computer to start normally after clean boot troubleshooting.

Is it a Setup.exe file or a zip file? What is the name of the program?
