Question

In Windows Defender Security Centre home page, my App + browser control box is ticked green with no action required, but when I go into it, the 'check apps and files' options are all greyed out, and there is a red message saying 'This setting is managed by your administrator'. 

Anyone have any ideas how I can reclaim control of this, and hit the Warn button. 

The SmartScreen for Microsoft Edge is not greyed out, and I have the Warn button on.

The error Your Organization used Windows Defender Application Control to Block this app could appear due to improper configuration settings. We'd like to learn more about your concern so that we could provide he proper resolution. We just have a few questions for you:

Which build version of Windows 10 is on your computer? To check, click Start > Settings > System > About. For example, Windows 10 Enterprise Version 1709 OS Build 16299.15.

Did you make any changes to your computer before this started happening?

Is your computer connected to a domain?

Are you using BitLocker?

What troubleshooting steps have you done so far?

As an initial recommendation, we suggest that you disable the driver signature enforcement by following these steps:

Click Start.

Click the Power button.

Hold the Shift key and click Restart.

Choose Troubleshoot.

Click Advanced options.

Click Startup Settings.

Click Restart again.

Once your computer restarts, press F7 on your keyboard to select Disable driver signature enforcement. Your computer will now restart automatically.

If the issue persists after disabling the driver signature verification, disable Secure Boot temporarily in your computer's UEFI/BIOS. You can contact your computer's manufacturer or check the device manual for the steps on how to do this.

Important: Modifying BIOS/ complementary metal oxide semiconductor (CMOS) settings incorrectly can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems resulting from the configuring of BIOS/CMOS settings can be solved. Modifications of the settings are at your own risk. 

If you can't find the toggle to disable Secure Boot, a firmware update for the UEFI/BIOS may be required. This can usually be found in the manufacturer's website.

After disabling Secure Boot, boot normally into Windows and check if you can install the programs. If you're successful, boot back into the UEFI/BIOS and re-enable Secure Boot since this is an important security feature.

This is the version of my Windows 10!

My computer it connects only with my housing router or public network elsewhere.

I used BitLocker but then I deactivated it by decrypting everything, perhaps I may commit some mistakes.

In addition I have found this issues on my proxy settings:
