mpcmdrun.exe -Get files command dont work

Hi there, im trying to run the command mpcmdrun.exe and it´s not working, i keep getting a message that says acces denied and a popup that says you cant run that application in your pc, to look for a version for your pc, please contact the software provider, what can i do? i need to run the scan to upload the mcab file to a website. i have Windows 10 64 bits
