Notepad.exe is a system file. You should not delete it.

i am trying to delete notepad but keeps asking me that i need permission from trustedinstaller and i dont know how to get permission so can someone please tell me how to get permission or somehow delete notepad

Windows is trying to keep you from making a bad mistake.
If you want to delete these kinds of system files you will have to take ownership of the file but curiosity makes me wonder what the issue/problem is that you think deleting the notepad.exe file will resolve but it's your system.
Consider renaming the file instead of deleting it so you have a way to undo the adjustment later if needed - but you will still have to take ownership of the file to do that.
