Cannot remove READ ONLY attribute - Windows 10 (tried everything!)

I have tried everything - but still no luck.

I start Windows Explorer as Administrator

Right click on folder --> Properties --> Uncheck 'read only' --> OK  (Does not give an error but does not work either)

Right Click on folder --> Security --> Advanced --> Owners, administrators, users all showing as having 'full control'

Started DOS as Administrator

Attrib -R *.* /s

Still does not work.

Folder is C:\Inetpub (aka my local host)

I need to update and replace files in this folder and I can't.

Very Frustrating - since it is MY computer. I am the only one using it.

And Windows is restricting MY access!!!

    Why do you want to change them?

    You couldn't change the default system files and the one which closely related to Windows operation.

    I have a piece of software I created in C:\Inetpub\WWWroot\Family 

    And I need to update files in that folder & sub-folders

    And having it read-only makes it very difficult.

    That gray box is meaningless. You'll see in the Properties dialog of EVERYfolder on your system. It is not a status indicator!

    If you're receiving permission errors, you need to modify permissions via the Security tab.

    As you can see - the security tab shows that I have 'full control'.

    Even though I have restricted access.

    Try explicitly adding your login name and giving it full control.

    I'm not at a computer where I can take the appropriate screenshots right now, but after you click 'Add', you type your username in Select users or groups, then click check names.
