Did a scan found a lot of corrupt files also did the clean up files repair health DISM also no luck
should I reset the computer to factory settings nothing I do repairs the corrupt files ?

What issues are you having with the device that is causing a sfc scan and dism scan?
Try a chkdsk command first before resetting,
Go into command prompt again and type chkdsk (your disk letter): /r /f
Example: chkdsk E: /r /f

If SFC can't repair the files in 3 separate tries after confirming the image it's checking against is pristine with DISM, then the next step is to do a Repair Install by installing the Media Creation Tool from this link choosing Download Tool Now, install the tool, open it and choose Upgrade this PC Now. http://windows.microsoft.com/en-us/windows-10/m...
If that isn't enough you can do the gold standard Clean Install following the illustrated steps in this link which include everything that works best in Windows 10: http://answers.microsoft.com/en-us/windows/wiki...
Make sure during the booted install to follow the illustrated steps to delete all partitions down to Unallocated Space to get it cleanest, then click Next to let it auto-create the needed partitions, format them and begin install - this makes it foolproof.
There is also an automated Fresh Start that reinstalls WIndows while shedding corrupting factory bloatware, saves your files, but doesn't clear the drive to get it cleanest: https://www.howtogeek.com/265054/how-to-easily-...
