Windows Defender Error Code 0x8007041d

When I try to start Windows Defender it says the app's service has stopped and cannot be restarted, gives an error code 0x8007041d.

Windows update gives an error about missing DLL files? Tried system restore, reset windows and upgrade to 8.1, all which does nothing when I click on them. Any suggestions for a fix? OS is Windows 8, 64 bit

    Have you installed any new security program?

    Have you installed any Anti-Virus software?

    Did you faced any malware infection?

    Try boot and run a scan with Windows Defender Offline:
