Cannot Insert Procedure Into VBA (EXCEL 2013)

Hello all, I am trying to write a script for Excel 2013. I opened the VBA module and under the project I inserted a module for the procedure. When I try to add the procedure it is greyed out. The file is saved .xlsm. Anyone have any idea?

If you remove private data or prepare a new Excel file that shows the issue, publish it (for example, on OneDrive), then maybe someone who has Excel 2013 will be able to reproduce and investigate the problem on other machines.
