Issues with xcopy

Hi all, 

I am having issues with the xcopy command. When I try to use it, I get the following message: 

Any thoughts?

    Hi, RBS_1414

    1. Please, write-click on Start, choose System, begin to type in upper left corner environment word. You'll see two point with this word - system environment and local user environment. Select one than another an tell us what is stored in lines "Path".
    2. Does search find the xcopy command?

    Sorry, screen shot did not seem to come through. If it still doesn't, here is the plain text: 

    C:\Users\RBS\Desktop>xcopy uga testfolder

    'xcopy' is not recognized as an internal or external command,

    operable program or batch file.
