Which Antivirus utility do you currently have installed?

    Is this a shared computer?

Are you the Administrator of the computer or somone else?

Could you confirm if this also happens in the default Administrator account?

    Open Start

    Type: cmd

    Right click CMD

    Click Run as administrator

    At the command prompt, type:

    net user administrator /active:yes

    Hit Enter

Close command prompt, restart, then try signing into the Administrator account.

    Try running the file again.

If this is a shared computer and you do not have Administrator access to install programs, you won't be able to do so.

You will need to ask the Administrator or owner of the computer to sign into their account and permit the installation of the application.
