Installed and worked well license is Windows Server RDS CAL ( user ) from the MSDN.

I purchased the WINDOWS SERVER IOT 2019 RDS CAL to use on the Windows Server 2016 standard.
However, it was unable to install on the Windows Server 2016 standard.
I tried to install the Windows Server 2016 RDS CAL on that as confirmation of my setting of RDS services.
it was working.
Is it possible?
