Can I install Windows Server IOT 2019 RDS cal(User) on the Windows Server 2016 standard?

I purchased the WINDOWS SERVER IOT 2019 RDS CAL to use on the Windows Server 2016 standard.
However, it was unable to install on the Windows Server 2016 standard.
I tried to install the Windows Server 2016 RDS CAL on that as confirmation of my setting of RDS services.
it was working.

Is it possible?

    Installed and worked well license is Windows Server RDS CAL ( user ) from the MSDN.
