Right click your Desktop, choose New - Shortcut
Set the location as cmd, click Next, set the name as Command, then click Finish
Right click the new Shortcut and choose Properties
Click Advanced, the check the box marked 'Run as Administrator'
Save and close the Dialog
Double click that new shortcut, does it successfully run Command Prompt as Administrator - check the title bar . . .
