Looks like a virus. I recommend the following 2 things:

So i have a 16Gb USB drive, and most important is the USB have some virus in it, as far as i know they are
i try so many antivirus (Norton, Kapersky, ...). They can spot the virus and delete them but when i plug it in again the virus still there
So i try to format and the window say its unable to format
What should i do now? Any idea?

My window defender can spot the trojan, and remove it as well so i think my computer wasnt infect with virus.

Hi Minh, do you mean you can delete those files and when you plug the drive back into your PC, the files are regenerated?
If yo your PC is infected with a Trojan. The most popular method of spreading a Trojan is with USB flash drives, they specifically target flash drives in order to jump from PC to PC, that is why in Windows 10, Microsoft disabled Autorun on flash driver
If the files are indeed, auto generating when the flash drive is plugged into your PC, you should perform a full scan of your PC . . .
Try formatting through command prompt
Type cmd in Windows Start Search box (Cortana) > Right click on Command Prompt > Run As Administrator
Type
format G:
Where G: is the drive which you want to format
